Obama uses ISIL because it EXCLUDES Israel.

"Levant" is term that refers to the region before the existence of Israel. By saying ISIL, Obama is encouraging the radical Islamists by signaling that he supports a region WITHOUT Israel.

He assumes that the new Caliphate will INCLUDE what used to be Israel.

It would eliminate Israel.
