I don't understand this case. The guy was some character known to the cops. He was arrested and cuffed for I think it is trying to run or selling dope. One or more of the cops put him in the van where he sat facing sideways. One or more of those cops should have fastened his seat belt. Either the van driver would have had to do something or the guy threw himself against the doors so hard that he paralyzed himself.

It was known that they gave prisoners a rough ride by some which is abhorrent to me. But it doesn't prove it was so in Gray's case. The driver probably knew where the cameras were.

So why wouldn't someone be liable for 2nd degree murder, negligence or some other charge?
