Police in the Afghan capital have told foreigners living outside protected compounds to travel with guards, after the kidnapping of an Indian aid worker last week added to a growing sense of insecurity in Kabul.
The push is for the safety of residents, said Fraidoon Obaidi, chief of the Kabul police Criminal Investigation Department.
"All foreign citizens and their offices in Afghanistan are terrorists' targets ... the kidnapping and criminal threat is very serious," he told Reuters. "This will be prevented only if they use security guards and escorts."

That photo pretty much sums it up, doesn’t it?
This really isn’t a change. Even in 2003 to 2008 governmental officials and UN workers had highly limited movement. My personal security index was how many restaurants were approved. In good times it was about 10. In poor security it was none. I would violate the rules and eat at unapproved Afghan restaurants, which I figured were much less of a terrorist target.
Hiring local security hasn’t worked out so well there either.
Ahhhh yes, one of the marks of a hellhole...
