Should the 14 year old have put the baby up for adoption? Yes.
Was Child Protective Services over-reaching to take the baby away from the mother without a due process? Yes.
Will the baby be better off in foster care than with the mother? Not freaking likely.
Like you have any clue whether or not adoption would be best.
Saying that is just plain foolish. It may be the best thing to ever happen to her. Life changing? Absolutely, but not necessarily negatively. Her grandparents can offer support. She certainly acted more adult than most much older do today.

Depends on the situation with her parents. If there are parents in the house and it is a relatively normal situation, absolutely not.

Nonsense. There were grandparents in the picture, and this young woman has every right to raise her own child, by default. And obviously by definition, this female is biologically capable of parenting a child.
Without a compelling reason, backed fully and extensively by meticulous due process, judges orders, warrants, etc., the state has no right to separate this mother from her child! It's a heinous crime.
Barring a compelling, even overwhelming necessity, there is no bigger crime the state can commit than to arbitrarily separate a child from its mother like this. Unbelievable. There should be an outcry, given the limited information I've seen.
This is extremely hazardous territory on the part of the State, and without extensive justification, which I have not reviewed, it makes my blood boil...
