I'd like to go the FairTax route, but just setting up the collection system for FairTax could be pretty complicated indeed, especially for services likes gardening.

the collection system is already in place in every starte that has a sales tax.

If it were setup as a gross receipts tax, it'd be pretty easy.

Having it tallied up on each and every sale is a nuisance, but it is required by most of the states having a sales tax, so that you can tax some items different than others. That's the problem, the desk jockeys in gov't always want to confuse things, to reward some voters over others, to reward their friends before all others.

The problem with the formal Fair Tax proposal is the idea of a prebate. Once again some form of internal revenue service would need to peak into everybody's personal life to make sure where they are, are they a citizen, etc.

A simple, single tax on everything is needed. Let folks who need or want help ask for it as the charity it would be. Everybody else is off the hook.

No exceptions. If you decide that doctor care is tax free, you will shortly find doctor's offices selling tissue paper, cough drops and health foods as necessary medical expense.
