I know exactly how the system works - if you check posts I've made in the last few days, you'll find me explaining the constitutional issues involved in this for the UK in general - including why, while it is technically true that the referendum isn't binding (because of the principle of Parliamentary sovereignty) in reality this vote can be expected to lead to the intended result.
