it’s not hard to find illegals. city police departments know exactly where they are, but are prohibited from doing anything about them until they commit OTHER crimes.

I clicked your link, and then clicked the link to the original report. I didn't get to read the original report because the federal agency that created it (the FDIC) no longer exists.
I'd be willing to bet this is just about the only section of the Justus Department that has been shut down in recent years. Clearly this agency was not properly focused on celebrating diversity and deserved to be de-funded.
