My town does this all the time with property tax increases. They just schedule new referendum elections after a proposed tax increase is defeated. Next week we're having our third such event. They'll keep it going until they finally win. And then it's carved in stone and cannot possibly ever be undone because -- ya know -- "the people have spoken".
