They may have overplayed their hand. The system was not in good shape before, but flooding the zone with invaders is not a sustainable policy.
If they had given Cameron some better deals when he went to negotiate a few months ago this whole Brexit would not have occurred.
Perhaps they are now working out that Cameron and the UK were correct about the over-reach of Brussels?
