The Shoals remain submerged at all times, fetching up on the light structure would be akin to climbing onto an offshore oil rig.
Iow, not dry land.
That said, seems like the whole process will be changing eventually, possibly including repeal of the Cuban Adjustment Act were the wrong peeps get into office.
