Does "accept" mean that she will act on those recommendations and indict Hillary? Or does it mean that she will thank the F.B.I. for all of their hard work, and tell them she will "consider" their recommendations for possible action?

That says to me that she knows what’s coming from the findings and it leans in favor of the Dems. Not good.
