I don't know what the answer is, but it's like a reverse psychology of our ROE .... warriors do not automatically shoot at the enemy but ask permission.
Leo's are taughtr and trained to suspect everyone (except muzzies, it seems) and have a trigger finger way too loose for too many relatively innocent behaviors ...

Actually, when compared to the total number of public contacts police make, the number of shootings are negligible. That’s NOT to say that they aren’t important or that those shot aren’t important.
Any shooting should be, AND IS, thoroughly investigated!
BUT, the recent HIGHLY-INCREASED level of scrutiny that is foisted upon police decisions is simply unwarranted.
The man in Baton Rouge, Alton, was NOT fully restrained. And NONE of the videos, that I have seen, display with ANY certainty that his right hand (the side on which he was carrying his weapon) was restrained.
The shooting in Minnesota last night, man said he had a gun and then said he reached for his wallet. When you are carrying a weapon, you don’t MOVE without the police officer telling you EXACTLY what to do - period! That’s basic knowledge! Typically, they will have you EXIT the vehicle and THEY will remove the weapon from you. Again, BASIC knowledge.
I cannot for the life of me, understand why blacks cannot learn that when a cop says sit, you should sit. If he says fetch, you should fetch. Why? Because he’s the man with the deadly authority of a police force behind him.
Trying to argue your way out of a situation with a cop is one of the most ignorant things a person can do. Trying to fight your way out of an arrest is one of the most stupid things you can do. There’s a damn good chance you may be signing you death warrant if you try to fight with or run from a cop.
When you have a cop that is nervous there’s a good chance he’ll kill you if you don’t do EXACTLY what he says.
Argue YOUR dissatisfaction before the Judge, not the cop and you won’t have any bruises or bullet holes in your body.
