Actually, if I understand the convention rules correctly, anyone who won the plurality
of delegates in at least 8 states has the right to speak if he/she so chooses.

The 2016 Convention Rules haven’t been adopted by the Convention delegates yet.
That occurs once the convention is in session. Don’t know about the 8 state speaking
rule but there was a rule in the 2012 Convention that a candidate had to win 8 states
to be placed in Nomination. Thus if placed in nomination I guess one would get a
speaking slot.
If Cruz is smart he’ll use this slot to end the animosity between the two camps and
ask his supporters to fully endorse and support Trump as the nominee. We’ll see.

Yes, that’s the rule I was referring to — if you have the right to enter your name for nomination, you have the right to give a speech to the delegates.
I do hope this development helps put an end to the animosity between the two camps, it doesn’t do us any good to be divided at this point.
