You can’t be tried twice for the same crime but they can investigate you as many times as they want.
No, Clinton case was never tried in front of a jury or judge.
Even if the case had gone to a grand jury and they no-billed, the prosecutor could take the case to ANOTHER grand jury and try again.
However, this doesn't appear to be a criminal investigation. It's an administrative investigation, perhaps by the Dept. of State's Office of Personnel Security and Suitability (who administrates their security clearances).
If they don't try to whitewash it, the security clearance of everyone that sent classified information that was marked or obviously met the criteria (at the Top Secret/SAP level, it's very obvious) will probably have their clearance revoked.
It won't affect Clinton, but thereafter her staff will find it very difficult to work in a job that requires a clearance.
