The only question in this case is whether state law overrules the internal rules of a private organization. The state must have a compelling interest in passing such laws. The state did not meet that standard in this case.
This case is the reason political parties use caucuses, which are private meetings. Once taxpayers are on the hook for the cost of a primary, the state will naturally want to interfere with the process.
Allowing states to tip the balance eventually means outlawing any process that opposes the expansion of state power.
