Who doesn't have an outstanding warrant? I searched using just the first letter of the last name. The list of surnames names beginning with A goes on forever. Same with letter B.
Odds are if you get pulled over on Baton Rouge, there will be an outstanding warrant.
Especially if you're a politician.
