It looks like it orders personnel to be trained to limit civilian casualties during strikes. It also states we will have to compensate family members for loses. It also looks like our guys can be held responsible.
Notice it lacks reference to any limitations geographically. I think I would like it better if it specified foreign terrain. Somehow I doubt this guy has any qualms about putting “boots on the ground” in the US.
