DALLAS -- Almost a week after the Dallas sniper attacks, it's still unclear how the gunman obtained an honorable discharge from the military even though Army officials sent him home from Afghanistan with a recommendation that he be thrown out of the armed forces.

Killer was black and none of the brass wanted to be accused of racism.

If he had been white, he would gotten that dishonorable conduct discharge for sure.

Our military too, has been corrupted by the bigotry of low expectations.

Blacks must be pandered to on account of their skin color.

Now we know the truth.

Administrative discharges are typically honorable unless done through a 3 member adminstrative board (at least that is how I conducted nearly 100 of em in the 90s).

The board determines if the member receives honorable, general or other than honorable. For an OTH it typically takes at least 3 non-judicial punishments (Captain’s Mast/Article 15’s) or a serious offense (there was a list of what was considered such) in order to support the OTH.

Even if the board does provide a general or OTH, the service member is allowed to request an upgrade within a given period from seperation and usually they were granted at least a one grade increase - This part I only heard about and did not participate in.

If I understand correctly, he would not have passed a background check with a less than honorable discharge.

4473 only asks about Dishonorable, not anything other than Honorable. There are 5 types of discharge. Honorable Discharge, General Discharge under Honorable Conditions, Other than Honorable Discharge, Bad Conduct Discharge, and Dishonorable Discharge.

There's also an Entry Level Separation, and it applies for entrants with less than 180 days in the service. This is where you just don't make the cut, but at that point, you're technically not a veteran, as you didn't meet any requirements to fit the veteran description.

Why his CIC was Bracky Obammy. My CIC was Dwight David Eisenhower.

My first CIC was Carter and the last was Clinton - at least I had Reagan in there to keep it from being a total wash of losers.

For the same reason the little check writing pike the serves with me did. The extra paperwork required a clerk somewhere to do something harder than normal.
