A guest on Fox just read an ISIS plan from 2010 about using a truck to mow down crowds. They said carry guns for when the truck stalls, then start shooting. The French police stopped that part.

Perhaps the plan was to insinuate accomplices in the crowd, then open the truck so they could get the weapons out and participate in the attack. It would be easier than trying to bring the weapons in individually.
