Now that's confusing.
If the military has taken control of the country to oust a civilian government that was violating the constitution, why would a new constitution be necessary? And why is Erdogan planning to address the country?

The current constitution impaired the ability of the military to carry out its historic duty of safeguarding a secular state. Hopefully the new one would revert back to the previous versions.
