Have them whip up a media frenzy with propaganda generated from a sympathetic media

Create political pressure to “solve” the manufactured “problem”

Ram through legislation to ‘solve” the AstroTurf “problem”

You are correct except 0bama does not use the Congress or the Senate to pass anything into law ,,,, he dictates executive orders and or has the regulatory Czar create new regulations . For the past 5 1/2 yrs. congress has been useless in even attempting to stop him from bypassing them .
