This is such a typical cruz move -- Levin will put off endorsing Trump until the debates? What he is doing is effectively trying to keep his audience from joining in the gotv for trump, and then at the last minute, endorse trump. This gives levin the double sided cya cruz uses so much ... do one thing that looks like something it isn't, and at the last minute change ...
