I believe it was Bill Still that did the research on that one...the Canadian law/rule that said you had to be a Canadian citizen to receive Canadian benefits, and back then, they did not recognize DUAL citizenship.

Now Cruz gave up his Canadian citizenship, and may well not even be a US citizen, which would make him a Man Without a Country.
