“Back to Africa movement”. Simply put, the US buys a 100 year lease on a large enclave in an African nation. No problem for them, as Africa is a huge continent. Then the US builds a city with all the trimmings, including water, power, free food and some retail. As well as a big fence to keep the Africans out.
It needs to be nice enough so that black Americans who are unhappy with life in America will want to move there for free. But no American corporation (like Planned Parenthood) will be allowed to set foot there, much less set up shop, as part of the lease agreement.
Half of the enclave will be devoted to prisoners currently in US prisons, except for the most murderous and heinous. Their sentences will be commuted on condition they take citizenship in their new country and never return to the US.
It will be up to those who voluntarily went there, in the other half of the enclave, to determine when and if those convicts can join them in their half.
The voluntary emigrants will have dual citizenship for 3-5 years, then they will become just citizens of their new nation.
They will continue to get free stuff for a limited time before the US discontinues involvement with them at all.
