In general you are right— but there are Sunnis in Iran...
There was a BBC report that according to witnesses the shooter was complaining about Turkish immigrants to Germany which is a bit strange. Maybe he was of Iranian Kurdish origin.
But jihad is jihad and that means death to Infidels....period.
Iran is Shia. ISIS is Sunni. I am sure that plays some sort of factor into all this.

Iran is about 90% Sunni and about 10% Shia. And, I’m guessing, this guy probably left Shia Iran for Germany.
So don’t toss your Sunni Card in the trash yet. You may still want to play it.
The Shiia of Iran have no problem arming Sunnis in places they think might be destabilized. They give sanctuary tu AQ leaders and they fund rebels in many countries.
Al Qaeda is Sunni, Iran sheltered and hid Bin Laden family for years.
