Yes, with some exceptions, although there may be convoluted processes to go through. And the feds like to ignore the legalities and stonewall ex-felons RKBA.

IIRC, in Ohio they can but it is rare. Voting rights are restored routinely.
Why should ALL rights not be restored after a person has done their time and are released from prison and probation.
