I have long speculated that Stevens was part of a covert CIA operation that was being conducted outside the legal authority of the executive branch of the U.S. government.
This was what the whole "private server" story was all about. Hillary Clinton was basically overseeing a shadow government that was conducting military and intelligence operations without legitimate government oversight. Amb. Stevens was complicit in this.

It’s no secret that Stevens was running US weapons used in Libya to Al Qaeda groups in Syria to start a new war there.

There’s been muttering about Benghazi being used as a site for funneling arms to Syrian rebels to use against Assad. That might fit the bill.
