Not just an allegation, Kaine admits to it. All legal under Virginia law. Stinks to high heaven but “legal”.
I’m not so sure it’s legal under VA law. Didn’t they prosecute Bob (can’t remember his last name, but the last Republicans governor) for this very thing? Yes, they did.

It wouldn’t surprise me if he took hundreds of thousands, but last I knew ~$160K was being reported.
The point of Trump’s statement is that Kaine’s successor as VA governor, Bob McDonnell, was prosecuted by the United States Department of (In)Justice for the exact same thing; was tried and convicted. BUT the conviction was overturned just last month by SCOTUS.
McDonnell had been considered a strong contender for the GOP presidential nomination after his term in the VA Governorship. He had to be eliminated. That McDonnell prosecution caused the electoral defeat of McDonnell’s AG, the GOP nominee who ran vs. McAuliffe. Dots connected now?
