Brings me back to the 1960s when forced busing was the rage in the outer boroughs of NYC. As the youths being bused finished their school day and headed for the trip home, ALL the mom and pop stores along the way would be closed until the buses were gone.

Don’t know how you limit the numbers but they need some limit such as 3 at a time, etc.

These stores aren't owned by blacks. They're owned by immigrants who work 18 hours a day, seven days a week keeping them open.

The prices are high, in part, to compensate for thievery by the very people who see high prices as "gouging" and thus within their right to steal.
