It's a mystery to me, too, and it's seem even more mysterious while I listen to him for the first time. Maybe they think he'll help in the swing state of Virginia, but he's just not well known elsewhere and he's not impressive at all.
He might be well thought of by party insiders and they are deluded as to how the nation as a whole might react to him.

Why she chose him:
- White male with energy (squirrely appeals to Hillary)
- Helps in Virginia
- Speaks Spanish (I think this will annoy many people)
- Good little soldier Hillary thought would not overshadow her, but I think he will on the campaign trail
