Instead of stealing Hillary’s emails and all the sweet porn on the DCCC computers, the FBI says the super-secret hackers appear to have been after money and credentials from donors. Instead of just breaking and entering like normal criminals, they created a fake website that looked like the DCCC’s main donation page, but any information and money entered on the site was sent to an I.P. address similar to one used by the alleged Russian government-linked computer nerds responsible for the DNC breach. There is no need to "hack into" DCCC in order to set up a phony DCCC lookalike website. Just set up the phony website. Donors don't have "get into this website" passwords - they just enter the required personal and payment information, and they are in. E.g., I dontated to Trump, and I have no "Trump website password."

The fraudsters then need to steer traffic to the fake website. This is typically done with a near-same name, dccc.org vs. dccc.net, for example. FBI does have jurisdiction on this sort of fake website crime.

Names and address of political donors is public record!

Panic would be "money is gone." Unless the proprietor of the phony website can be found, has money, and can be compelled to disgorge the ill-gotten gains. Or, unless the donors can be convinced to donate again, but this time to the right entity.
