Flushing the eyes with water is better than nothing; but, you’re right, there are better ways. Flushing the eyes with milk (esp. whole milk) would be far better.
(I’ve never been pepper sprayed; nor do I provoke cops to do it to me — but, I’m a long time hot-hot-hot sauce aficionado. A pepper-head, if you will. So, I know some things about capsicum.)
The preferred method is to blot as much as you can with a towel first. Then wash with a liquid soap that breaks down grease, like Dawn dishwashing liquid. You have to break down the delivery substance. I have been exposed to OC spray, for training. Kind of sucks.
