It's just Hillary being a big phony, like she always is. She is pretending to be amazed and surprised at balloons falling. You can see Bill look up at the end at the same. But Hillary finds it difficult to feign cheerful and happy reactions so she overdoes it.

That's why you get all the ridiculous laughing out loud at inappropriate moments in interviews, and the slack jawed gaping mouth meant to simulate a big smile.
