It’s their student govt. Yes, in most large universities the student govt membership fees are compulsory, as part of enrollment, fees collected by the university and transferred to the student govt or student activities fund. I imagine that’s how it is at U. Houston, since they are able to pay her $700 per month stipend as their Vice-President.
