Presidents lose their power upon the expiration of their terms. There isn’t anything that a President must do to “concede” to a new presidency. On the appointed day at the appointed time, his powers disappear and the new President gains those powers. There is nothing that the prior president needs to do and there is nothing that the prior president can do to prevent a transfer of power.
