<15% goes to charity projects. The Clinton Foundation's "charity projects" largely consist of holding conferences or symposiums where locals can learn (supposedly) how to deal with their local problems. In this racket, people are probably treated to first class accommodations, meals, etc. increasing their loyalty to the Clintons, while who knows how much actually changes for the lives of the needy. Of course the MSM accepts this as wonderful giving on the part of the Clintons.
