At first I thought she was set up - someone handed her a joint while his accomplice stood by with a camera, and she fell for it big time.
Then I thought about another pic I saw of her raising her skirt and twerking for a photographer at the same event. It was obvious she knew she was being filmed.
She's intentionally embarrassing her dad.

Maybe she’s trying to distance herself and change her image from a “good little first-daughter” to “I’m just like the rest of you”.
