Take the police out of these neighbor hoods and put them all on the edge of the good neighborhoods, so they can’t be infected.
Good idea. They want to live according to their own thuggish ideas, then they must stay within their own territory. A no-go zone. Includes no police services and no medical services. Self-sufficient. They’ll be shot on sight if they cross the boundaries.
