She did not “intend” to break the law, so it was not willingly or unlawfully ...

Now, if we were a nation of laws, she would have been convicted and sentenced by now and those paragraphs would indeed apply. Alas, some are more equal than others ....

So she says and Comey. If she did not know it was illegal, she does not have the intellect to be president, does not have the temperament to be president, is unfit for presidential office.

She would fail under the “intent” clause as well. She clearly is a “criminal”, yet to be tried and convicted.

She has already committed the illegal acts, so there fore the “intent” does not apply. She is guilty as hell.
