Well-meaning laws designed to nab high-level criminals have been twisted to siphon off money from law-abiding American citizens. Grabbing money from a Cartel courier puts the agent at risk of being hunted down and killed. Grabbing money from a law-abiding American citizen HAS NO RISK. So, what do you expect the DEA agents will want to do?
