The Budapest Memorandum was never even submitted to the US Senate for ratification as a Treaty because the Senate was overwhelmingly against it.

Of course an astute student of history such as yourself would know that.

Did Congress ratify that memorandum as a treaty? I am guessing no. I do not think we have any business being there. My son is there now training Ukranians. We do not have enough people/stuff there to defend them and I am not too happy about that.
