I don't know if there are females with high testosterone levels from other conditions. If so, I believe they also should not be allowed to compete.

I found this:

For the 2012 Olympic Games, officials implemented a test of testosterone levels. However, unlike past tests which were given to all competitors in women's events, this test will be administered only when the chief medical officer of a national Olympic committee or a member of the IOC's medical commission requests it.

The new rules disqualify athletes from women's events if they have testosterone levels in the normal male range, which is 7 to 30 nanomoles per liter in the blood. The top range for women is just below 3 nanomoles per liter. Athletes with complete androgen insensitivity will be allowed to compete.

Following the 2003 Stockholm Consensus, transsexuals (those who have had a sex change from male to female) were permitted to compete in women's events at the Olympics as long they underwent gender reassignment surgery, as well as having legal recognition of their assigned gender and at least two years of hormone therapy.

In 2016, The IOC introduced changes. There are now no conditions placed upon those who transition from female to male gender, making them free to compete. Trans-athletes aiming to compete in female events are not required to undergo reassignment surgery, though they must demonstrate that their total testosterone level in serum has been below 10 nmol/L for at least 12 months prior to their first competition.

This policy is not written for true intersex people and in keeping with my previous post is going to destroy the women's competition, since any male can at any point in his life 'declare' himself female, take testosterone reducing drugs and qualify for the olympics after 12 months.

The advantages of going through puberty as male with high testosterone levels are not going to be lost in that year or 2, so the competitions will eventually all be won by 'trans-gender' biological males. And what is to stop females now from taking testosterone since they will not automatically be tested?

Semenya is a rare case, most likely XY male with ambiguous genitalia at birth but who is also physiologically male. The fact that he was thought to be female as an infant was a mistake, and is obviously so now and has been for some years. You don't perpetuate the mistake once it is known. The rules may exclude him from competition for something beyond his control, and that is too bad, but you don't change the rules for him, and you shouldn't change the rules to accommodate the minority who claim to be transgender. Not unless you want your competition to become a farce.

I'd wager the next summer Olympics are going to look a lot different due to the Olympics trying to cater to the 'trans' population.
