There are no arrests because that would identify who is causing the trouble. And, without that information, you cannot get to the bottom of who is instigating this activity. Hillary Clinton's goons are paying to get mobs to attack Trump supporters. They are hoping they can trigger a reaction that will be blabbed all over the news to show that the Trump people are the cause--the trigger--of the protesters' violent behavior.
