I was in an area hit by flooding during Hurricane Irene a few years back.

As soon as the water subsided, people started digging out.

About a week later, contractors from three states away hired by FEMA came by, trying to sign people up for subsidized loans to repair damage and grants to raise houses. I listened to their spiel for about three minutes and told them to get the hell off my lawn. What they were offering was not much better than what you could get from any bank, and it came with a whole lot of hoops to jump through.

About half the families took the deal and half told the Feds to get lost.

Those who decided to go on their own wound up repairing their homes and being back to normal within six months.

Those who signed up with FEMA were still waiting on paperwork, and the houses stood empty for over a year, while they lived in temporary housing or hotels. They when they finally rebuilt, they were required to raise their houses and put them on top of nine-foot high exposed basements, so they look more like lighthouses than houses. The first floor of these houses are three feet higher than the floodwater has ever been, but that is the line FEMA set, and if you want the money, you gotta follow their rules.

I am so glad I was in a sour mood and did not have the patience to listen to the FEMA contractor that day. They came by, once or twice a week, for the next few months, trying to get me to sign onto their deal. Finally they gave up and stopped coming around. Saved me a ton of money and years of aggravation.
