I never said I knew anything about immigration. Nor do I propose that any illegality goes unpunished. DHS will do a comprehensive background check and determine what crimes/offenses have been committed.

IMMIGRANTS WHO SELF-IDENTIFY AND ARE SUBSEQUENTLY FOUND TO MEET THE DHS BACKGROUND CHECK REQUIREMENTS WILL BE PERMITTED TO VISIT THEIR COUNTRY OF ORIGIN EMBASSY AND/OR CONSULATE LOCATED IN THE UNITED STATES (DEEMED TO BE THE SOVEREIGN TERRITORY OF THAT NATION) FOR THE PURPOSE OF APPLYING FOR RE-ADMISSION TO THE U.S. TO THIS END SAID COUNTRIES WILL BE ENCOURAGED TO OPEN MULTIPLE “TEMPORARY” CONSULATES LOCATED IN U.S. IMMIGRANT POPULATION CENTERS TO EXPEDITE THIS PROCESS.

The way the visa process works, whether it is for a temporary visa (tourist, work, study) or a permanent immigrant visa, the application takes place in an AMERICAN EMBASSY OR CONSULATE, not in the host country's embassy in the US. We decide who comes into this country, not the country of origin.
