You say you know nothing about immigration and your statements prove it. They are still on the territory of the US even if they go into their country's embassy. You are confusing diplomatic immunity with sovereignty.

5. The United States will establish temporary consulates too, right next door to the foreign embassy/consulate or in the next hotel room or in a trailer parked at the curb. The immigrant who has previously been cleared by DHS then requests entry.

Technically that is correct. But I’m sure that two like-minded signatories of the Vienna Convention (say Mexico and the US) could easily agree on a methodology by which Mexican citizens living in the US could be deemed as having left US “soil” once they step inside their Embassy or Consulate.
