All of us who hold security clearances are required to take annual training (if not more often).

There is a security training officer/manager responsible for seeing that individuals complete this training. There are tests that must be passed in order to retain certification.

If Hillary said she took this training, when she had not, then she lied. If she took the training, then she KNOWS what her security responsibilities were and she carelessly and unlawfully failed to discharge those duties.
