Taking away all politics for a min...how do you create a Federal “Executive Order” which impacts State budget funding?
Why do State Gov exist if Federal “Orders” mandate what they can do?

The EO deals with Federal grant money which the state then distributes among providers. If a state doesnt follow the EO, then it just doesn’t get the federal money. This is how the feds exert control that they have no constitutional authority for - by threatening to withhold money.
Personally, I would just eliminate federal grants to states and localities. If the activity is worthwhile, then fund it locally.
