I’ve known a large family of minor (single digit) billionaires (3rd & 4th generation). They don’t care about money at all except for the power and control it buys them.
OTOH, I know several self-made millionaires and what they say is: “We’ve been fortunate.” They also worked their butts off for 40 years to get where they are, not to mention live moral and ethical lives.
It does not make sense that your mama is not in jail.

Her parents are at best, sociopaths. Imagine being the only child of such monsters. On the other hand, anyone who could lie about such a thing must have some serious character flaws. She certainly wasn’t raised with any kind of moral or ethical teaching from Bill or Hillary. Is she simply a fool? Or did she inherit their complete lack of conscience?
The Constitution indicates that anyone who has a position in government and, without so much as a “by your leave” to Congress, accepts control of large sums of money from a foreign government cannot be trusted. Mommy was Secretary of State(!) and a principal in the Clinton Foundation.Either that foundation is a sham charity, or it is a principled, effective, and efficient one. If the former, obviously trust in her is misplaced. If the latter, Mommy gets the credit thanks to the help of foreign governments with which she was charged by the president to negotiate in the interests of the United States.
Even in the latter case, Mom was obligated under the Constitution to ask permission from Congress for the acceptance of each and every foreign government's gift. She didn’t do that, so no one should trust her with government office of any sort.
Her husband has a penchant for losing money. What’s to trust?
