What puzzles me is this. Obama is not a dictator. The school is not a part of the Executive Branch. Why are people so stupid that they even think they have to follow his directives?

Only Congress can make laws, and they cannot delegate. We The Sheeple seem to abdicated.

Follow the money. Fed dollars (stolen from the states) is doled back only if the states tow the line. You can thank Nixon for beginning the Imperial Presidency and most of the egregious alphabet agencies, though Carter birthed the Department of Education.
